1. Purpose
This Change Order extends the VC Messaging Enhancement engagement with five additions surfaced
during the May 1, 2026 Program Status #2 review of the project Gemini design and refined in
subsequent Safeguard / MorelandConnect discussions on May 4 and May 5. The items consolidate user -
facing functionality on the messaging surface — attachments, a thread -level resolution affordance, an
SLA breach badge, and an i nbox flag for AI -routed threads — that were not part of the original VC
Messaging Enhancement Arran gement Letter scope.
2. Background
The May 1 program status review walked the updated VC Messaging design end -to-end. Two scope gaps
versus the VC Messaging Enhancement Arrangement Letter (March 11, 2026) emerged. First, Safeguard
confirmed that photo attachments are required on messaging threads ("we must have missed that
mistake. Won't work. I do want to be able to attach photos."); document attachments are wanted
alongside photos. Neither is in the signed AL.
Second, three inbox affordances tied to the AI workflow lifecycle were confirmed: a thread -level Mark -
as-Resolved control so VAMs can clear handled items , a 48 -hour SLA breach indicator visible to both
VAM and vendor sides (lifted from the VC Performance Dashb
