Statement of Work (POC Build Phase) – Procurement Shortage Analysis Project: Procurement Shortage Analysis (POC #2) — Omaha Plant Reference Agreement: This SOW is issued as an Appendix to and is subject to the terms of the parties’ existing Consulting Services Agreement / Master Services Agreement (“Agreement”) that was entered into as of 11/13/2025. 1) Project Overview Moreland will build a Procurement Shortage Analysis proof of concept (“POC”) that extends Oatey’s existing Phase 1 shortage report — scoped and built by Ender Chadwick — into a buyer workspace that pre-computes each purchase order’s story from prior email history, drafts the next-step supplier communication, and remembers what the buyer did the prior week. The shortage analysis itself automates the manual Shortage Workbench routine: production-order component requirements, on-hand stock, and open purchase-order coverage are read from standard SAP CDS views and their associated OData endpoints (mapped field-by-field in Appendix B), and the per-line shortage is computed as Total Required less Total On-Hand. The POC is scoped to the Omaha plant (1102) and the full four-to-six-person buyer team. Cherny and Cleveland are Phase 2 rollout targets and are not part of this engagement. The buyer surface is delivered as a dedicated web application — chosen over staying in Excel or a chat/MCP interface — because it is the only surface that solves the weekly “what is on my plate this week” discovery problem, carries actions forward across weeks, and produces a clean audit trail. The solution is built on Oatey’s committed Microsoft/Azure platform: a Microsoft Fabric data pipeline produces the weekly shortage analysis, an Azure App Service web application with an Azure Postgres state store provides the buyer workspace, Microsoft Graph supplies email access within Oatey’s M365 tenant, and Azure AI Foundry hosts the language models. Every line of work is human-in-the-loop — nothing is sent to a supplier without buyer approval, and there is no write-back to SAP during the POC. 2) Objectives Eliminate the manual weekly shortage export (COOIS / ME2L / MB52) by automating SAP transactional extraction via OData and assembling the weekly shortage lines in a Fabric notebook.
