Proposal & Estimate Verification Platform Phased Build Plan & Hour Estimate Prepared by: Moreland Connect | Date: June 2, 2026 Executive Summary This document proposes a phased approach to building the Verification Platform — a unified trust and verification platform connecting verified employers and verified candidates through authenticated identities, verified opportunities, and real-time hiring intelligence. The full vision spans identity verification, an employer-side job board with company validation, a candidate profile/resume portal, a skills-matching engine, a mobile swipe experience, subscription billing, and supporting admin/compliance tooling. Rather than building the entire scope at once, we recommend three phases that progressively de-risk technical complexity and deliver usable value at each step. Total estimated effort across all three phases: 2,800 – 3,800 hours. Phase 1 (MVP) alone is approximately 1,400 – 1,900 hours and is the minimum viable footprint required to launch a credible, verified two-sided platform. Scope Recap Based on the Verification Platform Capabilities document, the platform's intended capabilities include: Identity & Trust Government ID verification for candidates and employers (ID.me or equivalent) Employer verification: EIN/Tax ID, Secretary of State registration, matching email domain & company website Duplicate detection across ID, email, and phone Employer Capabilities Verified employer bio and company profile Job posting with required skill selection Candidate sourcing & invitations to apply (no direct messaging) Membership/subscription required to view candidate profiles Candidate Capabilities Resume upload and structured profile (skills, experience, target titles, work environment) Skill dropdown with write-in option, years of experience, recency tracking Social links (GitHub, LinkedIn, personal site) Shareable, gated profile URL Dashboard with Profile / Alerts / Saved Jobs Matching & Mobile Skills-match / fit scor

Proposal & Estimate — Revised Verification Platform Design-to-Prototype Sprint + Phased Build Plan Prepared by: Moreland Connect | Date: June 2026 | Executive Summary This revised proposal estimates effort for the Verification Platform — a unified trust and verification platform connecting verified employers and verified candidates through authenticated identities, verified opportunities, and real-time hiring intelligence. The program begins with a Design-to-Prototype Sprint (fixed price $35,000), followed by three implementation phases delivered by a senior engineering team using modern AI coding tools. Secretary of State registration validation is out of scope. The sprint produces a clickable prototype, a validated design system, and an architectural plan — all of which de-risk and tighten the Phase 1 build estimate. Scope Recap Based on the Verification Platform Capabilities document, with Sec. of State validation removed: Identity & Trust Government ID verification for candidates and employers (ID.me or equivalent) Employer verification: EIN/Tax ID lookup, matching email domain, matching company website domain Duplicate detection across ID, email, and phone Employer Capabilities Verified employer bio and company profile Job posting with required skill selection Candidate sourcing & invitations to apply (no direct messaging) Membership/subscription required to view candidate profiles Candidate Capabilities Resume upload and structured profile (skills, experience, target titles, work environment) Skill dropdown with write-in option, years of experience, recency tracking Social links (GitHub, LinkedIn, personal site) Shareable, gated profile URL Dashboard with Profile / Alerts / Saved Jobs Matching & Mobile Skills-match / fit score between candidate profile and job posting Mobile swipe experience (Tinder-style) for browsing jobs Interested / not-interested folders synced to candidate dashboard Recommended Phasing The program begins with a fixed-price

Verification Platform Capabilities  Goal:  A unified trust and verification platform where employers and candidates connect through authenticated identities, verified opportunities, and real-time hiring intelligence.  Audience: Verified employers Create verified employer bio Post jobs  Verify candidates/applicants when they have a profile on this platform. Verified candidates (job seekers) Verified via government identification/authentication method (ID.Me potentially) Profile builds out with technical skills, type of work, etc. Possible mobile capabilities to swipe through job postings. Interested swipes will go to a folder that the job seeker can review in their dashboard to then apply or remove. Possible scoring for employers to see fit match. Verification:  Something like Id.me to create a profile for both candidates and employers.  Duplicates are very difficult, between Id.me, emails, phone numbers. Job Board - Employers Verified employers posting real jobs with verified/matching company website and email domain and EIN / Tax ID verification. Secretary of State registration validation. Creating job posting requires selecting skills, allowing the system to showcase candidates based on skills match, so employers may send invites for them to apply at the end of job creation. Active Source candidates in the system cannot contact directly through the platform, but can invite them to apply. (Individual receives Alerts from interested employers) Invite individuals sourced on other sites(LinkedIn or their own ATS) to create a profile on this verification platform.  Candidates - Profile/Resume/Bio Portal Resume Upload  Skills and experience check list/ check box Skill expertise Select from dropdown, option to write in language or skill (ex. Go, java, ML, data science, sales) Years of experience and whether it is current/when it was last used.
